Paje warns personnel against offering help to land applicants for a fee
Environment and Natural Resources Secretary Ramon J. P. Paje today warned officials and employees of the Department of Environment and Natural Resources (DENR) against contracting applicants for expeditious processing of their land titles in exchange for a fee.

At the same time, Paje also cautioned the public against bribing DENR employees as they will likewise be held liable.

Paje issued the warning amid reports that some unscrupulous DENR personnel in the field offices are accepting money from land title applicants in exchange for the expeditious processing and issuance of their land titles, referral to private geodetic engineers to execute the survey, notarial services, among others.

“Although such proposition may ease the burden on the part of the applicant in getting his land title, this concept of ‘assistance for a fee’ is a gross violation of the DENR’s ethical standards and therefore, I consider it as irregular. Any official or employee caught involved in the said irregular transaction will be dealt with accordingly,” Paje said
According to Paje, an applicant for a free patent, residential patent and all other land applications is required to pay only a minimal application fee of PhP50.00.  He also stressed that the payment for such fee shall only be made after all the documentary requirements have been submitted.

Paje said he also issued the stern warning also to protect the public from becoming victims to land syndicates involved in the issuance of fake land titles, advising them further to be vigilant and exhaust all effort to verify every land transactions that they make.

As such, he said the DENR is currently undertaking administrative reforms in its land titling program  in order to fast track the disposition of public alienable and disposable lands while also ensuring the elimination of fraudulent and fake land titles.
For more information on the process of land titling, the DENR chief advised the public to visit the DENR website at www.denr.gov.ph and click the menu on transparency and good governance section.  Paje said the DENR Citizen’s Charter provides the detailed steps in land titling to guide the applicants throughout the process.
