Land Classification



After the passage of the 1987 Constitution and R.A. 6657 or the Comprehensive Agrarian Reform Law (CARL),the status of land classification are as follows:

1. 3% of the country's total land area of 30 M hectares
    or approximately 881,150 hectares are still
    unclassified;

2. 50% or 15 million hectares were classified as forest
    lands;

3. while 47% 14.1 million hectares were classified as
    Alienable and Disposable, (A&D) LMB s area of
    responsibility is confined over these A and D lands.

Land Disposition



1. Untitled Agricultural Lands Target for CARP Extention



For Patent Processing and Issuance (PPI) activity, a total of 497,461 hectares remain for distribution under CARP out of the total target (revised scope (1994) of 2,502,000 hectares.  The balance for distribution was programmed to be completed within five (5) years from CY 2010 to CY 2014 to jive with the objective of Republic Act 9700 extending the implementing of CARP until June 30, 2014.

2. Residential Free Patent



Pursuant to Republic Act 10023 otherwise known as the New Free Patent Law, the management instructed all regions to submit an inventory of potential number of lots that can be covered under the residential free patent.  To date, a total of 10 regions have already submitted compliance, namely:

3. Schools Sites Titling Project



Per Memoramdum of Agreement (MOA) entered into by DENR and DepEd on July 26, 2007, around 5,132 school sites were identified for the issuance of proclamation and or special patent.  This agreement was extended further on January 28, 2010 with renewed target of 3,000 school sites.

Out of the 14.1 million hectares of A and D lands, a total of 6.720 M hectares were administratively titled by the DENR as of December 2006 while 3.134 M hectares were titled judicially. From the remaining untitled A and D lands, around 1.800 M hectares are non- agricultural lands allocated for road networks and open spaces. By virtue of Presidential Proclamations, a total of 1.706 M hectares of A and D lands have been turned over to other agencies (e.g. military reservations, KKK areas turned over to DAR by virtue off E.O. 406). The remaining . 740 M hectares is targeted for disposition in the next five years.

Handog Titulo sa Taguig



Proclamation No. 172 provides for the disposition of certain portions of land located in four (4) Barangays in the City of Taguig, Namely: Lower Bicutan, Upper Bicutan, Western Bicutan and Signal Village to qualified beneficiaries. Pursuant to this program, the DENR has already issued a of 9,307 Deeds of Sale to bonafide occupants from CY 1992 to Dec. 2003.

Cadastral Survey Project



One of the program priorities of the LMB is the fast tracking of the cadastral survey project in the country. The program is instrumental in efficient patent distribution and accelerating countryside development.

As of CY 2010, a total of 1,627 cities and municipalities including land areas within the Autonomous Region of Muslim Mindanao (ARMM) were covered under cadastral survey activities.  This represents a total of 34,328,203 hectares hereunder disaggreated as follows:

STATUS OF CADASTRAL SURVEY AS OF CY 2010

The conduct of cadastral survey was programmed to be completed over a period of year starting from CY 2007 to CY 2010 with areas totaling 143 citites and municipalities comprising of 1,420,894 hectares.  However, the program depends upon the approval of all cadastral surevey projects targeted for the said period.

To date, only two (2) Political Boundary surveys were approved (Jomalig and Real, Quezon), with thirty-seven (37) municipalitites still undergoing field survey, and thirty-two (32) are under Inspection, Verification and Approval of Surveys (IVAS).

    but was given back to LMB by virtue of DAO 23 dated Aug. 29, 2001.

2. Importance of Cadastral Survey:

        I. Facilitates the government s land titling program
            a. titles provide security of tenure
            b. Titles can be used as collateral to loan
        II. Support Taxation
        III. Serves as basis in the settlement of political boundary disputes
        IV. Supports the planning, management and decision making processes.
