The Land Management Bureau (LMB) and the second phase of the Land Administration and Management Project (LAMP2) introduced the Survey and Titling Roll Out Pilot Study (STROPS), a new strategy in the land titling system to facilitate land management in the country.
The STROPS piloted in Region 1, particularly in Marcos, Ilocos Norte supports the progressive expansion of tenure security and the adoption of property valuation standards and procedures through sustainable partnerships agreements.
It also accelerates the process of land administration through consolidated cadastral mapping (CCM) or cadastral index mapping (CIM); geodetic control survey (GCS); survey validation (SV); rapid land tenure assessment (RLTA); and, community mobilization and convergence (CMC).
The other processes to be implemented through the STROPS are systematic adjudication (SA); simultaneous survey and adjudication (SSA); and, correction and subdivision survey (CSS) to administer title registration and distribution, systematically.
LMB Director Allan V. Barcena deployed the Team to Region 1 headed by LMB Assistant Director Ralph Pablo, Technical Working Group (TWG) for Mainstreaming and Roll Out Member Joey Regunay and the Project Coordinators of LAMP2 composed of Engineer Warlito Quirimit and Mina Santos to guide the officials and technical employees of the municipality of Marcos in the project implementation.
Region 1 Regional Executive Director (RED) Samuel R. Peñafiel said, “The process of land titling is so much different now than the 1920’s where land conflicts arose from erroneous and antiquated data from survey. Now, it entails careful and systematic collection of data or information over the subject land before it will be issued with a land title.”
According to RED Peñafiel, “with the new system in land administration such data will be updated and conflicts will be avoided or resolved before a final document of land ownership is issued.” “By then, more land management interventions will be introduced to accelerate economic growth of the municipality and the entire country as well,” he added.
The selection of the pilot area for the STROPS is quite critical because it also need the commitment of the local government unit (LGU) to actively participate in the process in land administration.
Director Barcena who concurrently heads LAMP2 as Executive Director said, “he is confident that the new land administration and management system being introduced in the Region will double the number of the issuance of free patents.”
“The new process also determines through digital computerization how much is left to be titled in a certain barangay or municipality or city which will eventually be the basis of policy or decision-making on the valuation and tax mapping system in certain locality,” Director Barcena said. (lmm)
